Tasks

Description

Policy Control

Diameter Control

Wifi Control

Smart Plan Builder

Deep Packet Inspection (DPI) Policy Management

DSC intermediates between the DPI application and the Subscriber Profile Repository (SPR) to ensure ad hoc Policy and Charging Control  for specific traffic : i.e. free-of-charge social network, free-of-charge IP-VPN,  traffic rate limited peer-to-peer , parental control,  blocked VoIP, etc.

X

VoLTE QoS Policy Management

DSC requests network resources for subscriber voice media traffic with high priority . This is based on IMS signaling patterns such as static dedicated bearers (low packet loss) or dynamic dedicated bearers (low latency/jitter).

X

Simplify IMS Diameter control topology

DSC acts as Diameter Routing/ Diameter Edge Agent (DRA/DEA) to better manage the rapid traffic increase in the IMS control plane . It ensures interoperability and compatibility between various Diameter control elements from the  service  provider network and visited networks (when  user is in roaming). DSC, as a central element, also ease complex networks operations such as Subscriber Location Function (SLF) re-direction, relay messages forwarding requests based on lookups, load-balancing, etc.

X

Carrier Wifi activation and network utilization control

DSC influences the device selection of access networks  to ensure ubiquitous, seamless coverage for converged service. It provides network Wifi offload to alleviate load from congested cells and to optimize the utilization of all access option. Moreover, it ensures ad hoc policy control per application level (e.g., throttle, block, offload) based on cell utilization.

X

X

One time redirect triggering Smart Plan solution

DSC identifies when a subscriber service reach its limit to allow the operator to use “one-time redirect” for service notification and occasionally triggers  policy action based on user’s context to determine up-selling / promotion offer to push in real-time.

X

X

Bill shock prevention triggering Smart Plan solution

DSC keeps track of Out-of-Credit events, redirect them to on-line charging system (OCS) and occasionally triggers  Smart Plan Builder Rules Engine based on user’s context to determine up-selling / promotion offer to push in real-time.

X

X

Fixed Mobile Convergent “Metering Limits” usage management

DSC queries the wireline and wireless packet networks for usage report of a User Element (i.e. the number of bytes in the uplink and/or downlink direction) then applies policies when the usage reaches certain thresholds and occasionally triggers  policy action based on user’s context to determine up-selling / promotion offer to push in real-time.

Policy and Charging Control

The Alcatel-Lucent 5780 Dynamic Services Control (DSC) is a platform based on Agile Rules Technology (A.R.T.) that allows service providers to deploy services quickly and easily with high performance, scalability, flexibility, and maintainability. The Alcatel-Lucent Agile Rules Technology (A.R.T.) was designed to combine the benefits of general-purpose and hard-coded rules engines, without any of their drawbacks. A.R.T. specifically models the call flow and data requirements of a fundamental set of use cases that represent key business models. Examples of these requirements are usage management, application control and intelligent traffic management. Read More

With its Policy Control Module, the 5780 DSC provides the Policy and Charging Rules Function (PCRF) for 3G/4G wireless networks and for wireline access.  With this module, service providers can deliver innovative and personalized services to monetize their networks in compliance with the 3GPP Policy Control and Charging (PCC) architecture. This module extends policy control into fixed access by offering a RADIUS interface to the Broadband Network Gateway (BNG) and the Broadband Remote Access Server (BRAS). Read More

To help service providers better manage the rapid increase in control plane traffic, the 5780 DSC offers the Diameter Control Point, which comprises a complete suite of Diameter routing capabilities. The Diameter Control Point (DCP) supports the following Diameter interfaces: Gx, Rx, S9, S6a, S6d, Cx, Dx, Sh and Gy, and it extends support for any additional Diameter interface based on a configurable descriptor file added to the system. Read More

For better visibility and control of Wi-Fi access, the 5780 DSC offers the Wi-Fi Control Module based on the 3GPP Release 11 ANDSF specification. With these capabilities, service providers can intelligently make decisions about which Wi-Fi access options are best suited to a subscriber at a specific location and which applications to be steered over Wi-Fi vs. Cellular, based on criteria such as service entitlements, Time of Day (ToD), application, network utilization, etc.. As a result, the service provider can establish policies that execute seamless, secure and uninterrupted handover between 3G/4G and Wi-Fi. Read More

To enable the service provider to create contextual, segmented, and personalized data offers while supporting user controls to simplify the mobile data experience, the 5780 DSC offers the Smart Plan Builder as part of the Smart Plan Solution.Smart Plan Builder creates personalized services and contextual offers, and processes them easily in real-time with broad flexibility and scalable performance. To act as a cross-network hub, Smart Plan Builder connects to the related network elements for the defined use cases through a unique plugin framework. What’s more, Smart Plan Builder offers RESTful APIs to interact with Smart Plan mobile apps that can be customized to the specific business goals of the service provider. Read More
